Job 22:27 Thou shalt make thy prayer unto him, and he shall hear thee, and thou shalt pay thy vows.
Job 22:28 Thou shalt also decree a thing, and it shall be established unto thee: and the light shall shine upon thy ways.
A decree is a formal and authoritative order issued by a person in authority, such as a head of state or a judge, that has the force of law. It can resolve legal issues, command actions, or establish regulations.

This was the discourse of Eliphaz to Job when Job was going through the trials. He challenged him to continue praying and not to think of his prayers as troublesome, though many and long. The more often we come to the throne of grace the more we are welcomed.
From the communion in prayer with the Father, he gives us direction and words in accordance to his will. We receive power and authority to speak His mind and heart through decrees to situations and they are be established. The Lord follows his word to perform it(Jer 1:12) and none of his words return to him void (Isa 55:11).
While teaching about prayer, Jesus reprimanded the Pharisees for their empty babblings because they did not have power. When we decree things without knowing the heart of the Father, we become like the pharisees -many words without impact.
But Just like Jesus, the Old Testament prophets, the Apostles and other giants of faith, believers ought to tarry in the place of prayer until we hear the heart of the father from where our decrees will have the power and authority to command “dry bones to become living beings”.
